Google is including your Google profile in Ads if you have a Google+ account. When you comment or +1 a page or write a review by giving stars, it is used by Google to help others by showing your activity. Like, if your Google+ friend see's an ad with your review or your +1 for a particular business, you may feel safe to try that business.

As Google+ doesn't have ads, Google is trying to help all the Google users. But, with their description it is unclear whether they use your information to help your Google+ friend who is searching a particular thing which you reviewed before or to all Google users (Not Google+ Friends).
So, if you are confused with this, you can simply opt-out from this by unchecking the box present in this Settings Page. (You must log in to your Google+ account).
