When you see a Facebook page while you logged in, you may see some activities of your friends like, seeing list of your friends who liked that page etc. Similarly, Google has something to do with your Google+ Profile.Google is including your Google profile in Ads if you have a Google+ account. When you comment or +1 a page or write a review by giving stars, it is used by Google to help others by showing your activity. Like, if your Google+ friend see's an ad with your review or your +1 for a particular business, you may feel safe to try that business.

As Google+ doesn't have ads, Google is trying to help all the Google users. But, with their description it is unclear whether they use your information to help your Google+ friend who is searching a particular thing which you reviewed before or to all Google users (Not Google+ Friends).
So, if you are confused with this, you can simply opt-out from this by unchecking the box present in this Settings Page. (You must log in to your Google+ account).
