For exclusion of your book, Google Books Exclusion form HERE and fill out information about the book, which will be reviewed by the Google. If all goes right, your scanned in-copyright book may exclude from library.
I don't know why authors are raising voice against their books being scanned in Google Library. If Google is using an in-copyrighted book without proper information about the author and its copyright, then it is against the authors. There are different types of previews which you can be used to show your book in Google Books. Visit Google Book Partner for better understanding.
